The answer to your question is a very simple ‘Yes!’ Any mortal can become a Witch is they have the Belief and the Knowledge. These two aspects of Witchcraft lie are the very essence of the Craft and I am very glad that you identified them so accurately. From your question, I gather that you are interested in pursuing the study of Witchcraft and living the life of a Witch. Please allow me this opportunity to point you in the right direction.
There are essentially only two things you will need to do to:
First: Study the various aspects of the Craft. These include the theology, the principles and the traditions.
Second: Live what you have learnt.

One of the things that you will have to decide on after having studied for a while is whether to join a coven or whether to practice as a Solitary. A large number of witches practice the Craft on their own for a variety of reasons. These include not knowing other witches, not comfortable working in a group, being too far away from other witches to participate in coven meetings and so forth. Never feel pressured to join a coven and take your time to make a decision on how you want to practice the Craft. Also, question all you have learnt. Test it! In the Craft it is encouraged of witches to think!
